It comes from a story where a city caught on fire. In order to save the city, people filled buckets of water from the nearby pond until they dried it all up, killing the fish inside. In this case, Han Yunxi sees herself as the city and Long Feiye as the (uninterested) fish who suffers disaster along with her.
